The United States added 19 Indian private firms and two Indian nationals to a list of nearly 400 global entities facing sanctions for alleged support to Russia’s war efforts in Ukraine, creating a fresh point of tension in India-US relations. This recent action, which aims to target entities accused of aiding Russia through sanctions evasion, highlights the United States’ intensifying stance against third-country entities perceived to be supporting Russia’s military activities.

Impact on India-US bilateral relations

This development adds to an already sensitive phase in bilateral relations. Allegations of an Indian national’s involvement in an alleged plot to assassinate Sikh separatist leader Gurpatwant Singh Pannun on US soil had recently raised stakes between the two nations. The US has expressed dissatisfaction, seeking “meaningful accountability” in the ongoing investigations, adding another layer of pressure to the relationship.

Announcing the sanctions, the US State Department stated that “nearly 400 entities and individuals” were targeted globally to disrupt channels of support for Russia’s military-industrial base. The US Treasury Department sanctioned 270 of these entities, while the Department of Commerce placed 40 on its restricted Entity List, citing actions by firms in China, Malaysia, Turkey, the UAE, and others—including India—for allegedly selling critical dual-use components to Russia.

Who are these Indian nationals facing sanctions?

Among those sanctioned were Vivek Kumar Mishra and Sudhir Kumar, directors of the Delhi-based company Ascend Aviation India, which allegedly supplied aircraft spare parts to Russia. This move follows similar actions taken in recent years against Indian firms. Last year, Si2 Microsystems, a Bengaluru-based company, was sanctioned for allegedly transferring US-origin integrated circuits to the Russian military without the required licensing.

In June 2023, US Ambassador Eric Garcetti emphasised the importance of adhering to global sanctions, cautioning Indian companies against dealing with Russian entities under restrictions. Garcetti’s remarks reflect the complex yet deep relationship between India and the US, which has seen significant diplomatic and strategic advancements. However, recent developments reveal ongoing challenges and illustrate the delicate balance required to maintain strong ties amid global geopolitical shifts.
