Veteran defense journalist Sandeep Unnithan has reported that Russia is renewing its offer to India for heavy bomber aircraft, including the Tu-22M3 and the Tu-160 “White Swan.” The Soviet-designed Tu-22M3 was initially proposed to the Indian Navy almost two decades ago, but high leasing costs and modernization expenses prevented the deal from being finalized. Now, with the potential inclusion of the Tu-160M, a modernized and highly capable strategic bomber, Russia aims to enhance India's long-range strike capabilities.


The latest offer features the Tu-160M, an upgraded version of the iconic Tu-160 “White Swan.” Unlike the Tu-22M3, the Tu-160M is still in production under a 2018 contract, which outlines the delivery of 10 units to the Russian Air Force by 2027. These enhanced models come equipped with extensive avionics and navigation improvements, with Tupolev, the manufacturer, asserting that the modernized Tu-160M is 60% more effective than its predecessor. Priced at approximately $163 million each, the Tu-160M can carry up to 12 long-range cruise missiles or short-range nuclear missiles, providing it with considerable reach and versatility.


The extended range and payload of this bomber would offer India a formidable deterrent and deep-strike capability across the Indo-Pacific and beyond if it decides to proceed with the acquisition.


Historically, the Indian Air Force (IAF) has concentrated on multirole fighters rather than heavy bombers, lacking a dedicated strategic bomber in its current arsenal. Should India contemplate acquiring or leasing the Tu-160M, it would signify a major enhancement of its strategic and long-range strike capabilities. The bomber’s capacity to carry nuclear-capable missiles could align with India's strategic objectives, serving as an aerial component to complement its existing land and sea-based nuclear forces. However, potential costs, logistical needs, and maintenance challenges will be pivotal factors in assessing this option.



The significant acquisition and operational costs of the Tu-160M may pose challenges. Maintaining a fleet of heavy bombers would necessitate dedicated infrastructure and a considerable financial commitment. Operating heavy bombers like the Tu-160M would also require specialized training for pilots and crew, along with necessary modifications to Indian airbases to accommodate the aircraft.


Acquiring the Tu-160M would bolster India’s long-term deterrence capabilities. Nevertheless, the IAF must determine if this aligns with its operational doctrine, which has traditionally prioritized multirole fighters for adaptable and tactical roles.
